Strengthening Infrastructure Excellence: MPE Successfully Hosts CP3P Execution Training
MPE is pleased to share the successful completion of the Certified Public-Private Partnership Professional (CP3P) Execution course, which took place from January 26 to 30, 2026. Funded by ADB and delivered by APMG’s Cybiant, the program brought together a diverse cohort of professionals from central agencies and SOEs in the Pacific region. The course is designed to equip public officials with sound PPP knowledge required to implement infrastructure PPPs at the policy and project levels. A total of 13 public officials from Tonga and Samoa have successfully completed the program and have now earned the Certified PPP Professional credential.
The APMGs CP3P program is a global credential for PPP practitioners, developed by the World Bank and other Multilateral Development Banks to establish a universal standard of practice for PPPs.
The certification consists of three progressive levels: Foundation (basic principles and terminology), Preparation (project appraisal and structuring), and Execution (tendering and contract management). Building on this success, the MPEs’ objective is to work together with its development partners to enable the PPP environment for Samoa in fostering a high-performing public sector, capable of driving sustainable economic growth through strategic public-private partnerships.
