Press Release – MPE CEO reappointment.
The Ministry for Public Enterprises (MPE) is pleased to announce the reappointment of To’oala Elita To’oala as its Chief Executive Officer for another three-year term. She is the founding CEO for MPE. This marks her fourth term leading the Ministry, reaffirming her commitment to the effective oversight of Samoa’s 27 Public Bodies.
To’oala hails from the villages of Moataa, Levili, Iva, Malaefiliga Faga, and Fagamalo Savai’i. Her strong Christian faith, work ethic and extensive expertise, coupled with her dynamic leadership style, has been instrumental in ensuring MPE fulfils its vital monitoring role.
Holding multiple qualifications, she has a Master of Business Administration (MBA) from the University of Western Sydney, Australia; Bachelor of Arts (BA) from USP Fiji; Bachelor of Commerce (BCom) from NUS. She is also a proud graduate of Samoa College and the EFKS Malua Bible School.
With her renewed tenure, To’oala remains committed to strengthening Public Bodies (also known as Public Enterprises/State Owned Enterprises), fostering efficiency, and driving strategic initiatives that support Samoa’s economic development. Her knowledge and experience continue to be valuable assets to the Ministry and the nation at large.
The Ministry for Public Enterprises was established in 2015. It was previously a division (State Owned Monitoring Division – SOEMD) within the Ministry of Finance.
Its mandate includes providing corporate advice to Public Bodies such that they are profitable, while at the same time able to deliver efficient services to the public.
