The Ministry for Public Enterprises opened its two(2) day 2026 Annual Forum today, bringing together Chair and Directors of Board, Chief Executive Officers and Senior officials from 26 Public Enterprises (PE).
Today’s session was officially opened by the Deputy Prime Minister and Minister for Public Enterprises, Honourable MULIPOLA Anarosa Ale Molioo stressing the importance of adherence to Government policies and frameworks that enhances governance, performance and accountability of Public Enterprises.
Today’s Program consisted of three presentations:
- Delivered by TOFILAU Luamanuvae Lae Siliva, Deputy Chief Executive Officer of the Ministry of Finance; was the Pathway for the Development of Samoa 2026-2031, its linkages to Sector Plans and individual Public Enterprise Corporate Plans. Additionally, key Financial Management Regulations under the Public Finance Management Act 2001, such as Procurement and Vehicle that all Public Enterprises need to comply with were also presented.
- The Public Administration Sector Plan 2026-2031, a central Policy of Government that cross cuts across all Sectors, Ministries and Public Enterprises was presented by AOOTUMUA Kolone Tikeri, Secretary of the Public Service Commission. His presentation also featured the National Workforce planning and the National Anti-Corruption Policy.
- Tooala Elita Tooala, Chief Executive Officer of the Ministry for Public Enterprises took participants through the statutory obligations of boards and the standards expected of directors under the Public Bodies (Performance & Accountability) Act 2001 as well as Public Enterprises Governance frameworks.
The Forum provided an opportunity for Directors to raise governance matters directly with MPE, including the respective roles of boards and management, directors’ statutory obligations, compliance and reporting requirements, and the steps available to boards when addressing persistent performance or governance concerns. Participants also raised questions concerning vehicle regulations, Tenders Board thresholds and the process for submitting complaints to the Tenders Board.
Day 2 proceedings will begin at 9.00am on Thursday 13th August with a keynote address delivered by the Honorable Prime Minister, Laaulialemalietoa Leuatea Polataivao Fosi Schmidt, followed by the presentation of the Public Enterprises 2025 results and Panel Discussions.
The 2026 Public Enterprises Forum is supported under the PSC-UNDP Anti-Corruption Project.
